摘要
宁夏出台完善城乡居民医保制度的新政策,将实行多年的“一制三档”改革为“一制一档”,标志着宁夏城乡居民医保实现了制度政策的完全统一。自治区医保局党组提出的“四个高度”的站位和“四个增强”的定力,为科学设计“一制一档”提供了思路和方略指导。但落实这项改革,尚需厘清制定政策与落实政策、实施过程与改革结果、部门责任与社会治理的关系。
Ningxia issued a new policy to improve the medical insurance system for urban and rural residents,which changed the implementation of"one system,three fi les"into"one system,one fi le",indicating that the medical insurance system for urban and rural residents in Ningxia has realized the complete unity of system and policy.The position of"four heights"and the fi xed force of"four enhancements"put forward by the Party Group of the Healthcare Insurance Bureau of the autonomous region provide ideas and general guidance for the scientifi c design of"one system,one fi le".However,to implement this reform,we need to clarify the relationship between policy making and implementation,implementation process and reform results,departmental responsibility and social governance.
