摘要
从人力资本的特性入手 ,分析了发展中国家人力资本外流的供给条件和需求原因 ,研究了这种流动对流出国和流入国的影响 ,并对发展中国家如何吸引人力资本提出建议。
Starting from the nature of human capital, the essay analyses the supply conditions and the demand causes of the outflow of human capital of the developing countries, and expounds the effect of this flow on both the outflow countries and the inflow countries, suggesting some countermeasures for the developing countries to attract human capital.
