摘要
面对全球经济一体化和激烈的市场竞争,人力资本的争夺与较量逐渐成为区域发展的基础和保障。本文针对黑龙江省人力资本流失的现状特点,分析其人力资本外流的形成动因,基于索洛经济增长理论,引入物质资本、人力资本和社会资本3个变量,构建区域经济增长的影响模型,对黑龙江省人力资本外流对经济的影响进行了估算,得出人力资本的流失对黑龙江省经济增长有显著影响的结论,并提出扭转了黑龙江省人力资本外流状况的建议,对黑龙江省经济的持续、快速、健康发展具有重要的实际意义。
Facing global economic integration and drastic market competition ,human capital possession becomes the basis and guarantee of domestic development. The paper focuses on current situation of human capital outflow of Heilongjiang, analyses formation reason of human capital outflow, establishes region economic growth influence model by material capital,human capital and social capital variables from Solow economic growth theory. By the model, Influence of human capital outflow on economic growth of Heilongjiang province is evaluated, and the result is that Human capital outflow markedly influences economic growth of Heilongjiang province. Furthermore,it supplies accordingly some strategies and suggestions,which has important practical significance to economic continuation, expedition and sound development Heilongjiang province.
