摘要
[目的/意义]在大数据时代,随着公共数据开放的逐渐深入,政府在数据开放过程中的作用日益重要。[方法/过程]文章从公共数据开放的现状出发,提出政府在理论层面的主体责任以及在实践层面具体履行职责的优化思路。[结果/结论]公共数据开放过程中政府主体责任的优化思路主要包括拓宽数据来源、加强平台建设、消除数据孤岛、研究开放数据的商业发展、构建需求驱动型数据公开、以大数据贯彻“创新驱动发展”和推行数据开放试点制等。
[Purpose/Meaning]In the era of big data,with the gradual deepening of public data,the role of the government in the process of data opening is increasingly important.[Method/Process]The article started from the status quo of the openness of public data,proposed the main responsibility of the government at the theoretical level and the optimization of the specific duties at the practical level.[Results/Conclusions]In the process of public data opening,the optimization ideas of the main responsibility of the government mainly included broadening data sources,strengthening platform construction,eliminating data island,studying the commercial development of open data,constructing demand-driven data disclosure,implementing"innovation-driven development"with big data and implementing pilot system of data opening.
