摘要
公共信息资源是以公共利益为价值取向的资源类型。公共信息资源具有共享性和外部性特征。公共信息资源优化配置的目标是提高共享效率。公共信息资源的合理配置与管理,需要适度的政府规制,其主要内容包括:建立政府信息公开制度,实行政府信息资源开发利用的市场化和社会化策略,防范和制止公共信息资源的滥用行为。
Public information resource is a kind of resources that is based on public interests as value tendency. It possesses the features of sharing and eternality. The aim of optimizing public information resources is to promote the efficiency of sharing. Reasonable disposal and management of public information resources demand proper regulations which include establishing overt government information institution, executing the marketable and socialized strategy of development and utilization of government information resources and preventing the abuse of public information resources.
