摘要
在信息化时代,大数据通过提供有效的决策分析工具、致贫原因精准分析、精确定位贫困户、扶贫过程动态监控与管理以及数据挖掘释放信息潜在价值等方式,助力精准扶贫,然而在贫困认定、政务公开、信息共享等过程中却出现贫困户个人信息泄露现象,这既是对贫困户人格和尊严的不尊重,也是对其隐私权的侵犯并造成严重的精神和心理伤害,给脱贫攻坚工作带来负能量,削弱了脱贫内生动力。脱贫攻坚、全面建设小康社会、提升贫困户幸福指数需要从保护贫困户隐私开始,通过强化个人隐私保护意识、出台隐私保护法、完善信息公开制度、强化技术安全保障等措施,有助于贫困户个人隐私保护。
Big data helps targeted poverty alleviation with these ways of providing effective tools of decision-making analysis,accurately analyzing causes of generating poverty,accurately aiming at poor households,dynamically monitoring and managing process of poverty alleviation,data mining to release potential value of poverty message,and so on in the age of information. However,personal information of poor households is revealed in the process of identifying impoverished people,making government affairs public,sharing information,etc.,which is disrespect for individuality and human dignity of poor households. Their right of privacy is violated and their mentality and spirit are severely injured to bring about negative energy for poverty alleviation and weaken endogenous power of overcoming poverty. Poverty alleviation,building well-off society in an all-around way and enhancing happiness index of the poor must be begin from protecting privacy of poverty-stricken family. It could help protecting personal privacy of poor households to intensify awareness of personal privacy protection,create privacy protection law,perfect information disclosure system,strengthen security assurance of technology,and so on.
