摘要
加快补齐农村公共服务短板、推进城乡基本公共服务均等化是实施乡村振兴战略的重要举措。基于浙江、安徽、四川3省的调查数据,描述了农民对改善农村各项基本公共服务的重要程度认知、满意程度评价,从需求视角剖析农村基本公共服务有待改善的重点领域。研究表明:虽然目前促进农村基本公共服务改善的政策措施重点基本能契合农民的有关需求,但农民对改善农村基本公共服务仍有较强烈的需求;在改善农村公共服务和推进乡村振兴的实践中,农民最看重的基本公共服务(农村社会保障和公共教育)与他们最不满意的基本公共服务(农村劳动就业和便民服务)所体现的需求应得到不同回应;不同地区应基于农民的主要需求明晰完善农村基本公共服务的重点领域;完善农村社会保障体系可以成为改善农村公共服务、推进乡村振兴的重要抓手。
Putting forth efforts to lengthen the short stave of rural public services and promoting the equalization of basic public services in urban and rural areas are important measures to implement the strategy of rural revitalization.Based on the survey data of Zhejiang,Anhui and Sichuan provinces,this paper describes rural residents’ awareness of the importance of improving rural basic public services and their related satisfaction degree,and further explores the key areas from the perspective of rural residents’ needs.The research shows that:firstly,rural residents have strong needs for improving rural basic public services,although the main related policy measures can basically meet their relevant needs.Secondly,the aspects that farmers value most (including rural social security and public education) and that they most unsatisfied (including rural labor and employment,rural convenience services) need to be responded differently in the practice of improving rural public services and promoting rural revitalization.The key areas of rural basic public services that need to be improved should be clarified based on rural residents’ needs in different regions.Thirdly,improving the rural social security system can be made as an important grasp to improve the rural public services and revitalize the countryside.
