摘要
推动农业适度规模经营、实现农业现代化,一方面,要推动过剩农业人口向劳动密集型产业转移,释放本已紧缺的农业生产资料;另一方面,要为农业适度规模经营培育"懂农业、爱农村、亲农民"的新型职业农民。当前,新型职业农民面临土地壁垒、技术与能力壁垒、职业吸引力壁垒和组织化壁垒,其职业化道路困难重重,亟须基于职业化导向优化土地资源配置路径、教育培训路径、职业保障路径、组织路径。唯有此,新型职业农民才能真正以农为职,农村才能克服原子化、空心化短板实现治理现代化,农业才能破解"谁来种地、如何种地"难题走上高质量发展之路。
In order to promote appropriate scale operation of agriculture and realize agricultural modernization,on the one hand,we should promote the transfer of surplus agricultural population to labor-intensive industries,and release the already scarce agricultural means of production;on the other hand,we should cultivate new-type professional farmers who know agriculture,love the countryside and farmers.At present,the new-type professional farmers are facing land barriers,technical and ability barriers,occupational attraction barriers and organizational barriers.Their professionalization path is full of difficulties.It is urgent to optimize land resource allocation path,education and training path,career security path,and organization path based on professionalization orientation.Only in this way can the new-type professional farmers truly take agriculture as their jobs,the rural areas overcome the shortcomings of atomization and hollowing,and realize the modernization of governance.And as for the agriculture,the problem of"who to farm and how to farm"can be solved and embark on the road of high-quality development.
