摘要
消除贫困不仅是中国共产党和中国政府的重大战略,也是联合国全球可持续发展的首要目标。本文着眼于当前中国贫困治理理论与实践上的两难困境,在回顾、比较世界贫困理论研究与中国反贫困政策研究的基础上,提出了面向2020年后的贫困治理分析框架。具体而言,这个分析框架包括三个组成部分:以防止返贫为目标,以构建城乡基本公共服务体系为内容的宏观战略;以消除贫困化为目标,以支持和使能社区建设、挖掘社区潜能为内容的中观政策;以维持脱贫成果为目标,以加强基层党建奠定贫困治理的组织基础为内容的微观路径。本文的可能创新点在于回顾、评述并比较了国内外贫困治理研究,对2020年后的扶贫问题进行了理论前瞻。
The eradication of poverty is not only a major strategy of the Communist Party of China and the Chinese government, but also the primary goal of the UN’s global sustainable development. This paper reviews the evolution process of the world poverty theories and their main perspectives as well as China’s anti-poverty experiences. On the basis of comparative dialogue, it constructs an analytical framework for poverty governance in the post-2020 China. Specifically, this analytical framework comprises three components: a macro strategy aimed at preventing the return to poverty, with a view to building a basic public service system for urban and rural areas;a meso-policy focusing on supporting and enabling community building and tapping community potential, with the goal of eradicating poverty;and a micro approach aimed at the maintenance of poverty eradication outcomes, with the means of strengthening party building at the grassroots level so as to lay the organizational foundation of poverty governance. The possible innovation of this paper lies in reviewing, commenting on and comparing the study of poverty control at home and abroad, and making a theoretical prospect on the problem of poverty alleviation after 2020 years.
