摘要
世界高速铁路看中国,中国高速铁路看东部(长三角),东部铁路的率先发展,对我国高速铁路运营管理体系的构建具有重大意义和影响。我国高速铁路运营管理具有路网整体性、系统联动性、客流组织的动态多样性、服务的可靠性、管理的严格性等特征,其运营管理的复杂性和艰巨性在世界首屈一指,特色显著。根据长三角地区对高速铁路运营管理进行的大量探索和实践,要实现高速铁路运营管理"安全、优质、高效、畅通"的目标,必须构建高速铁路运营综合管理体系。为此,应以市场为中心,基于大数据、智能化设计高速铁路产品,创建"互联网+"高速铁路服务,创建以"调度指挥、施工维修、行车作业、设备维护"为核心的一体化运营组织管理模式,强化以"协同"为核心的高速铁路安全应急管理。长三角高速铁路运营管理体系的构建和实施可以为我国高速铁路在运营管理规范、运力资源配置优化、运营安全保障等方面提供参考和借鉴。
The eastern region(Yangtze River Delta)takes lead in high-speed railway in China just like China takes lead in high-speed railway in the world.The leading development of railway in eastern region has great significance and influence on the construction of the high-speed railway operation management system in China.Characterized by road network integrity,system linkage,dynamic diversity of passenger flow organization,service reliability and strict management,the operation and management of China’s high-speed railway is one of the most complicated and difficult in the world with distinctive features.Based on extensive exploration and practice of high-speed railway operation management in the Yangtze River Delta region,it is found that a comprehensive management system for high-speed railway operation must be established to achieve the goal of"safety,high-quality,efficiency and unimpededness"in high-speed railway operation management.To this end,high-speed railway operation management should orient toward the market,design high-speed railway products based on big data and intelligence,and create"Internet+"high-speed railway services.Furthermore,it should create an integrated operation organization management model centering on "dispatch command,construction maintenance,driving operation,and equipment maintenance"and strengthen safety and emergency management of high-speed railways with "coordination"as its core.The construction of operation management system of high-speed railway in Yangtze River Delta can provide reference for China’s high-speed railway in terms of operation management standard,capacity allocation optimization,and operation safety guarantee.
