摘要
介绍了上海市医疗费用“总量控制、结构调整”政策评价及思考课题的研究背景、对象、方法和主要结果。研究以政策实施5年多的中期评价数据为基础,从实践和理论两方面对该政策控费成效、调整医院业务收入结构和理顺补偿机制作用、医院技术劳务收入与费用控制的损益情况、医院支付方式变化、医院常见行为及其内在机制等方面进行系统分析,为进一步完善政策提供建议。
This paper presents a brief introducation on project 'Evaluation and consideration about the implementation of the
Global Budget and Structure Adjustment in Medical Expenditure' Policy in Shanghai' . The project is designed to evaluate the
effect of expenditure control and structure adjustment in medical expenditure, to analyse on the profit and loss of the hospital
reimbursement reform, to discuss the relationship on the expenditure control policy and payment mechanism, to study the hospital
repercussion caused by the implementation of the policy.
