摘要
在我国医疗体制的改革进程中，卫生费用飞速增长是导致医疗保险覆盖面难以扩大的“瓶颈”。以城镇职工医疗保险为切入点，围绕制度设计对卫生费用上涨进行剖析，其中对医疗服务供给方行为予以特殊的关注，提出加强政府的监营和协调职能、适当提高医务人员待遇水平、对医疗行为实行多元化监管等政策建议。
In the progress of Chinese medical system reform, the run-up of health expenditure has caused it hard to expand the cover surface of medical insurance system. Trying to analyze the rising of health expenditure from the fundamental medical insurance system for staff and workers of cities and towns and enclosing institutional design, which pays much attention on the medical treatment service holders＇ behavior, some strategies about policies are put forward include strengthening government＇s functions of supervision and harmonization, it＇s also suggested that it is practical to raise the medical personnel＇s income, administer their behavior in different ways and so on.
