摘要
战略地图思维有助于厘清政策的逻辑关系,为政策协同和优化提供建议。借助战略地图思维工具,可以从愿景、过程、知识、财税四个层面分析多式联运的政策体系。通过对中美多式联运政策的系统分析,验证多式联运战略地图的有效性,从而明确我国多式联运政策体系的缺陷和薄弱环节。为使我国多式联运政策体系形成合力,应从国家层面对多式联运进行系统化构建:成立专门的多式联运发展推进机构;出台多式联运专项法律法规;建立专门的多式联运科研平台;着手解决多式联运专业人才匮乏问题;制定稳定的专项资金扶持政策。
The strategy map thinking helps to clarify the logical relationship of a policy and provide suggestions for policy coordination and optimization.With strategy map thinking tools,the intermodal policy system can be analyzed from four aspects：vision,process,knowledge and fiscal tax.Through a comparison of systematic analysis of the intermodal transport policy between China and the United States,the validity of the intermodal transport strategy map is verified,and the defects and weakness of China＇s intermodal transport policy system are clarified.The study suggests that in order to form the joint force,a systematic construction of China＇s intermodal transport policy system should be carried out at the national level by taking the following measures：set up a special intermodal transport development promotion agency;introduce specific laws and regulations for intermodal transport;establish a specialized intermodal transport scientific research platform;settle the problem of shortage of intermodal transport professionals;and formulate stable special fund support policy.
