摘要
在全球新一轮科技革命和产业革命中,"互联网+"作为一种新的经济形态和发展范式,已渗透到社会各行各业。办好网络教育和继续教育,是党的十九大提出的新要求。建设"互联网+"成人高等教育的新机制将会对政府监管方式、学校办学模式、教学组织、学习形式、管理方式等方面产生前所未有的变革。政府要转变管理方式,加强政策设计,强化质量监督。高校要转变办学理念,实现人才培养模式、培养过程、培养方式、培养制度、质量评价等方面的全方位转型发展。
In the new round of global technological revolution and industrial revolution, ＂Interact ＋＂, as a new economic form and developmental paradigm, has permeated into all aspects of society. Providing high quality online education and continuing education is a new requirement put forward by the 19th CPC National Congress. Establishing a new mechanism of ＂Internet ＋＂ Adult higher education will bring about unprecedented changes in government supervision approach, university running mode, instruction organization, learning mode, and management approach. The government should transform its management approach, strengthen policy design, and improve quality supervision. Colleges and universities should transform the philosophy of running and realize the all-round transformation and development in personnel training mode, training process, training approach, training system, and quality evaluation.
