摘要
本文从高等教育质量保证的一般问题入手,探讨现代远程高等教育的质量观、质量标准、质量评价和质量保证等问题,并参照国内外现行的质量评价体系,结合我国现代远程高等教育的实际情况,提出了一套包括资格认证、教学过程和教学效果的评价及质量保证体系。该体系既可作为一个整体的标准对现代远程高等教育的质量进行全面评价,又可以一分为三,自成体系,独立应用,对现代远程高等教育质量的不同侧面进行评价,以此起到质量保证作用,促进我国现代远程高等教育的健康发展。
Starting from the general problems in higher education quality guarantee, the article probes issues on outlook of quality,quality standards,quality evaluation and quality guarantee, etc. Referring to the quality evaluation systems both in domestic and abroad,combining them with the reality of modern distance e-ducation in China,the author presents a set of evaluation and quality guarantee system including qualification certifying, teaching process and teaching fruits evaluation. The system functions not only a whole-ground evaluation standard of modern distance education,but also can be divided into three parts to evaluate the quality from different angles with purposes of quality guarantee,therefore to promote healthy development of modern distance higher education in China.
