摘要
小型水利工程是农村水利和农村经济发展的基础,搞好小型水利工程的建设管理,对保障粮食安全、构建和谐社会、实现社会主义新农村等都具有重要的作用.相对大型水利工程建设管理,浙江省小型水利工程建设管理体制相对滞后,存在资金投入不足、工程老化失修、管理粗放、浪费严重和机构臃肿等问题,改革小型水利工程建设管理制度势在必行.浙江省要抓住水利工程标准化管理的机会,探求小型水利工程建设管理体制改革的新途径,制定出完善的小型水利工程管理体制,促进农村水利和农村经济的发展.
Small water conservancy project is the foundation of rural water conservancy and rural economic development. A good construction management on small water conservancy projects is beneficial to food safety and the construction of a harmonious society and socialist new countryside. Compared to the construction management of large water conservancy projects,the construction management system of small water conservancy projects in Zhejiang province is relatively lagging behind with the problems as under investment,serious disrepair,extensive management and terrible waste. The new approaches on management reform for small water conservancy projects are discussed to promote the development of rural economy and water conservancy.
