摘要
以安徽省“淠源渠灌区参与式灌溉管理改革”为例 ,对用水户协会建设后的成效进行了分析 ;探讨了用水户协会组织和灌区财务的可持续性 ;指出了项目结束后可能存在的问题与风险 ,并提出了相关建议。
Taking the participatory irrigation management reform of the Piyuan Canal Irrigation District of Anhui Province as an example, the authors analyzed the achievements and effects of water users association construction, discussed the sustainability of water users association and irrigation district financial management, and presented suggestions through analyses of the possible problems and risks after the construction of the participatory irrigation management projects.
