摘要
通过对杭州地区7个县(市、区)小型水利建设项目的抽样调研,结合杭州地区近年来的水利项目投资管理资料,从小型水利项目建设投资规划、实施管理、质量监督、建设相关政策制度支撑等方面入手,建议加强对小型水利工程建设管理的政策支持和监管力度,引进协监制度,加强对小型项目建设从业人员的建设管理知识培训.
Based on the sampling survey of Hangzhou area,including 7 counties or cities,the construction of small-scale water conservancy projects,combined with the investment management data in recent years in Hangzhou,is analyzed in the aspects of investment planning,constructing management,quality supervision,and related policy support. The proposals of how to strengthen construction management and how to establish supervision system of small water-scale conservancy projects are discussed,and the management training for small project entertainers is also talked about in the paper.
