摘要
在介绍产权、水权和水利工程产权的内涵的基础上,分析水权与水利工程产权彼此间的联系和差别。两者的差别体现在产权客体、研究目的、价格和受监管程度等方面。正是由于两者之间的差别和联系,在水利管理体制和水利工程产权改革中必须慎重考虑并完善水权制度。
Based on the introduction to the concept of property right,water right and property right of hydraulic projects,the relationship and differences between water right and property right of hydraulic projects are analyzed.The difference lies in the property right carrier,research objectives,price and degree of being superintended,etc.Because of the above differences and relationship,the water right system should be highlighted and improved in the reform of water resources management system and property right of hydraulic projects.
