摘要
在天津市范围内开展公立医院人员不纳入编制管理后实行人员总量控制管理的探索,并提出可行的测算方案。方法:调研天津市所有综合性公立医院,综合采用因子分析、回归分析以及专家咨询等方法分析公立医院人员总量控制的主要影响因素及权重。结果:床位数、门诊量是影响医院人员总量最主要的因素,两者对公立医院在岗总人数影响大小近似为1∶1,并以此提出公立医院人员总量控制测算方案。结论:该测算方案比较符合医院实际用人需求,可为天津市及其他省市公立医院实行人员总量控制管理提供参考。
Objective To scientifically explore the total amount of hospital personnel for public hospital personnel management in Tianjin and put forward a feasible personnel calculation plan. Methods Through investigating all of the public hospitals in Tian- jin and using factor analysis, regression analysis and expert consultation methods, this paper analyses the main influence factors and the weights of total amount of hospital personnel. Results The number of outpatients, beds are the most important factors of af- fecting the total number of hospital personnel and the impact size approximates 1 : 1. Based on this, we put forward a plan for the personnel calculation. Conclusion This plan meet the actual needs of the hospitals basically, so it can provide reference for the to- tal personnel control in Tianjin and other provinces and cities.
