摘要
中国提出的"双轨制"方案是解决半岛问题的有效路径。方案提出的原因主要考虑到半岛问题形成的根源在于美朝的错误政策和半岛冷战格局,期望对症下药。中国、美国、朝鲜和韩国应为签订和平机制的四方。和平机制需签订三个文件,《朝鲜半岛和平协定》、《朝韩和平协定》、《美朝关系正常化协定》。和平机制要统筹考虑朝韩关系问题、美朝关系正常化问题、美韩联盟的范围及驻韩美军的功能、朝鲜的核武问题等。在操作路径上,半岛和平机制构建的突破点在于中美达成共识、韩国改善对华关系并愿意与朝鲜和平共处、以及朝鲜"拥核"立场发生动摇。中国要加强与美国的沟通合作,严格执行相关涉朝制裁决议,同时应促使美国放弃对朝鲜的敌视和歧视。也要加大对朝鲜"拉"的力度。
Chin's 'Dual Track'program is an effective way to solve the Korean Peninsulaissue. The main reason is that the Korean Peninsula issue is rooted in the incorrect policies ofthe United States and North Korea as well as the pattern of the Cold War in the Peninsula.China, the United States, North Korea and South Korea should be the essential'quartet'of thepeace mechanism. In the action path, the breakthrough of peace mechanism in the Peninsula isthe Sino-US communication, improvement of relation between South Korea and China, SouthKore's willingness to peacefully coexist with North Korea, and the change of North Kore' snuclear policy. Dealing with communication and co-operation with the United States, Chinashould strictly implement the related sanctions, and urge the U.S. to disengage North Koreafrom its hostility and discrimination at the same time.
