摘要
日朝关系正常化是日本两大战后遗留外交问题之一。从1991年开始,日朝双方进行了13轮邦交正常化谈判,但仍然无法促成两国正式外交关系的确立,两国之间尚有"经济协作问题"、"绑架日本人问题"和"核·远程导弹问题"三大难题阻碍着双方建交的达成。而日韩关系正常化经过14年艰苦谈判在1965年得以成功建交。对比分析两者的实践过程与影响因素,可以为陷入僵局状态的日朝邦交正常化提供借鉴与启示。当前,日朝邦交正常化陷入困境,深刻的历史纠葛,复杂的国内政治,以及紧张动荡的东北亚国际局势都将对两国邦交正常化进程产生深刻的影响,日朝邦交正常化将是两国的一场长期博弈,历史经验证明,未来日朝关系正常化或可通过"秘密外交"和"首脑外交"打开局面。
In Northeast Asia, Japan and DPRK still had no diplomatic relations. From the beginning of 1991, Japan and the DPRK conducted 13 rounds of negotiations on the nor- malization of diplomatic relations. However, it is still unable to promote the establishment of formal diplomatic relations between the two countries because of ＂economic cooperation＂, ＂kidnapping Japanese problem＂ and ＂nuclear and long-range missiles＂. But the normalization of relations between Japan and South Korea were successfully established after 14 years of arduous negotiations in 1965. It can be a normal reference to the Japan and DPRK relationship. Although the realization of the normalization of diplomatic relations between Japan and DPRK take time, it will be continued to develop.
