摘要
本文通过分析“安全异化”现象 ,提出“可持续安全”与“可持续发展”同等重要的命题。“可持续安全战略”概念涵盖传统安全和非传统安全两大安全领域。其内涵是指国家、地区乃至全球持续确保和平与安全的一种状态 ;注重国家生存的安全环境与生态环境的统一性 ;主张其措施具有预防性、综合性和协作性 ;尊重国际社会的多样性 ,提倡国家间实行非暴力多边主义 ;强调维护国家、地区及全球安全的整体性 ;指出安全有赖于世界各国的共同发展。
Through an examination of the phenomenon of security alienation,the essay argues that sustainable security is as important as sustainable development.The concept of sustainable security strategy covers both traditional and non traditional security areas .It connotes a situation in which a country, region,or the entire world maintains a durable peace and security, emphasizing the importance of both the security environment and the ecological environment for the existence of states.In addition ,it advocates preventive,synthetic,and cooperative approaches,respect for diversity in the international community,and non violent multilateralism in the interaction among states,and it regards national security,regional security,and global security as part of an organic whole.The essay concludes that security relies on the common development of all the states in the world.
