摘要
政策问题的建构历经问题感知、问题搜索、问题界定、问题详述四个层次的演化过程。通过问题感知把握问题形成的政治、经济、文化等等方面的政策情境,这些政策情境作用于政策行动者的主观感知,进而产生不同的政策诉求;通过问题搜索,综合不同政策主体的政策诉求以获取元问题;通过问题界定,将元问题进行概念化的分析处理,进而形成实质问题;通过问题详述,对实质问题的价值根源、目标导向、形成机理等进行更详细、更具体的表达,最终确立正式问题。本文以我国农村社会养老保险政策的问题建构过程为研究对象,通过考察问题感知、问题搜索、问题界定、问题详述四个逐级推进的层次,试图揭示我国政策问题建构过程的动态演化和内在机理,以求为政策问题产生的因果关系提供整体分析的研究图景。
The construction of policy problems has experienced four stages ： problem sensing, problem searching, problem definition and problem specification. In the problem sensing stage, we can grasp the political, economic, cultural and other aspects of policy situations. These policy situations act on the subjective perception of policy actors, so the policy actors have different policy demands. In the problem searching stage, the policy requirements of different policy subjects are integrated to obtain the meta problem. In the problem definition stage, by analyzing the meta problem conceptually, we can form a substantive problem. In the problem specification stage, through the more detailed and specific expression to the value origin, the goal orientation and the formation mechanism of the substantive problem, we can ultimately establish a formal problem. This paper takes the construction process of China＇s rural social endowment insurance policy problems as the research object. On the basis of the investigation of problem sensing, problem searching, problem definition and problem specification, we try to reveal the dynamic evolution and internal mechanism of the construction process of China＇s policy problems, in order to provide an overall analysis of the causal relationship of policy problems.
