摘要
在未来20～30年中国农村老龄化高峰期将来临,同时伴随严重的高龄化与少子化特征。研究认为,未来5～10年将是建立健全中国农村社会养老保障体系的战略机遇期,政府须从整体上把农村养老问题纳入社会经济发展规划,改变当前农村社会养老保险"碎片化"管理和不可持续发展的现状,整合、调整现行农村社会养老保险制度的顶层设计,加强城乡社会养老保险制度的一体化管理,提高国家应对农村老龄问题的行政能力。
In the next 20-30 years, the rural aging peak will come in China, along with the characteristics of serious aging tendency and few children. Studies suggest that the next 5-10 years will be the strategic opportunity period to establish a sound social pension system in rural China. The Government must consider the overall problems of rural oldage and socioeconomic development planning,to change the ＂fragmentation＂ management status of rural social endowment insurance, to integrate and adjust the current institutional designs of rural pension systems, to strengthen urban and rural integrated management, and im- prove the national response to the administrative capacity of rural aging.
