摘要
在阐述我国集装箱多式联运发展现状及特点的基础上,针对我国集装箱多式联运发展存在的基础设施衔接不畅、运输标准和管理要求不统一、统一的信息服务平台有待建立、多式联运全程经营人缺失、多式联运缺乏统一提单、多式联运法律法规不健全等问题,提出推动我国集装箱多式联运发展的对策,即建立集装箱多式联运协调机制、加快技术标准体系建设、大力培育多式联运经营人、建立开放共享的信息平台、统一规划建设无缝衔接的集装箱多式联运枢纽、制定便捷通关的政策法规。
Based on expounding development present situation and characteristics of container inter-modal transportation in China, and in view of the problems existing in development of the transportation in China, including poor convergence of infrastructure, disunity between transport standard and management requirement, unified information service platform needs building, operator deficiency in whole-process of inter-modal transportation, deficient unified BL （bill of lading） in inter-modal transportation and uncompleted laws and regulations for inter-modal transportation, this paper puts forward countermeasures on promoting inter-modal transport development in China, such as establishing coordination mechanism of inter-modal transportation, accelerating the establishment of technical standard system, greatly fostering operators of intermodal transportation, building the opened and sharable information platform, unifying/planning/ constructing the container inter-modal transport hub with seamless connection and establishing convenient customs clearance policies and regulations.
