摘要
德国作为欧洲物流中心,具备发达的多式联运体系,德国政府一直高度重视多式联运发展,其制订并实施的一系列多式联运扶持政策,不仅带动了多式联运运量的增长,同时极大地促进了货物的集装化与标准化运输,为运输安全、节能减排和生态环保作出了巨大贡献。通过分析德国多式联运的发展基础,总结其法规、制度与扶持政策成效,剖析德国发展多式联运的经验与做法,从持续改善多式联运基础设施服务能力,积极制定系统化的多式联运扶持政策,加快建立长期跟踪的多式联运统计、监测与评估机制,着力构建连贯化的多式联运业务模式,大力发展标准化的多式联运装备体系,引导营造公平的多式联运市场环境等方面提出德国多式联运发展对我国的启示,对我国制订多式联运支持政策与未来发展方向提供借鉴。
As a logistics hub in Europe, Germany boasts an advanced intermodal transport system which enjoys a series of preferential policies introduced by its government. The boom in this sector promotes the standardization of this practice and contributed to progress on transport safety, emission reduction and ecological protection. With a review of the business＇ s development in Germany, this paper analyzes the regulations and policies the country has formulated in an effort to learn more from their practical experience. In conclusion, the authors proposes measures from six aspects： improving capacities of the infrastructure, developing a systematic policy to support the industry, creating a long-term tracking mechanism to gather, monitor and evaluate the practice, establishing a coherent business model, striving for a standardized equipment system, and building a fair market. These proposals are expected to serve as reference points for Chinese policy-makers that will determine the future development of intermodal transport in China.
