我国突发事件现场应急指挥组织体系构建探析 被引量:14

摘要 美国森林火灾扑救指挥系统(ICS)的多年成功实践,展示了统一、规范的现场指挥系统可以保障突发事件的及时应对和有效处置。本文探讨了我国突发事件现场应急指挥活动的现实难题,提出了现场应急指挥组织结构有效性的问题,认为职权配置视角下建立规范的应急指挥组织结构可保证现场应急资源的统一配置、实现突发事件应对过程中多部门行动的协同。本文讨论了突发事件应急指挥过程中的基本流程、职能设置与组织调配等规则,构建了我国突发事件现场应急指挥组织系统模型和政府部门间的应急职权配置模式,可有效地为统一领导、属地管理原则提供操作性模式。 Practice has proved that,unified,standardized and orderly site command can guarantee timely response to emergencies and effective disposal; scattered,inefficient,disorderly command often delay rescue time,leading a general emergency to the accident disaster. The successful practice of the incident command system in American shows us the advantages and importance of standardized emergency command system in the emergency response.This paper argues that China's overall entering the emergency period,specification and operability emergency command system is the focus of current problems which must be solved. Among them,the key problem is the function of the command post. Specification of site emergency command organization configuration not only proposes operational model for the implementation of the principle- unified leadership,territorial management; also provides a new perspective for the issues of management system,the relationship between government departments in the process of emergency response. Therefore,in response to the emergencies,the rational allocation of departments and organizations is an important part of the development of Chinese emergency management. It has important practical and theoretical significance for department functions and organizational deployment in emergency response and command process.
