摘要
武汉近四个多月的抗"疫"工作不仅积累了大量应对重特大突发公共卫生事件的经验,也暴露了一些短板和不足。以武汉为研究样本,总结经验、直面问题,对完善重大疫情防控体制机制,健全国家公共卫生应急管理体系有重要意义。武汉市在抗击疫情过程中形成的指挥体系包含了应急指挥体系的各种要素,极具特点。整个指挥体系直接影响甚至决定了应急管理的最初发展形态、中期走向和后期进展速度,影响着应急处置的效能,其有效运转对打赢这场战役发挥着关键性作用。
Over the past four months and more, Wuhan has not only accumulated a large amount of experience in dealing with serious public health emergencies, but also exposed some shortcomings and deficiencies. Taking Wuhan as a research sample, summing up experience and facing problems directly, is of great significance to "improving the major epidemic prevention and control system and mechanism and improving the national public health emergency management system." The command system formed by Wuhan City during the fight against the epidemic contains various elements of the emergency command system, which is very characteristic. The entire command system directly influences and even determines the initial development form, mid-term trend and later progress speed of emergency management, which affects the effectiveness of emergency response. Its effective operation plays a key role in winning this battle.
