摘要
海上船舶现场应急指挥与决策权力在国际公约和各缔约国法律都做出明确规定,因海上特殊环境条件,在发生突发事件时,现场、岸基应急指挥与决策程序构建及之间的链接对控制事态恶化和减少损失有着关键的作用,典型的案例表明需要通过有效手段来提升现场应急指挥人员的应急指挥决策能力和极端情况下的心里定力。
The on-site emergency command and decision-making power of maritime vessels are clearly stipulated in international conventions and laws of contracting states.Due to special environmental conditions at sea,in case of an emergency,the construction of on-site and shore-based emergency command and decision-making procedures and the link between them play a key role in controlling the deterioration of the situation and reducing the loss.The typical case shows that effective means are needed to improve the emergency command decisionmaking ability and mental concentration of the field emergency commanders under extreme circumstances.
