摘要
本文用大量数据及案例阐述了我国主要自然灾害所面临的严峻形势,尤其以城市灾害系统及潜在隐患为例探讨了灾害谱或灾害集合。并从系统科学和综合防灾大体制角度,分析了传统研究方法的缺陷,提出了减轻城市灾害“软与硬”相结合的系统框架,系统模型及任务。
This paper,by using a vast amount of data or case, made an exposition on the severe condition city disasters we are facing.Howevere,in fact the level of disaster prevention of cities in China is very low. From the point of view of system science and integrated,proposed the tasks and content of the system engineering of urban disaster reduction.
