摘要
中国在现代化进程中已经步入风险社会,社会在加快转型的同时带来了更多的复杂性和不确定性。这在社区层面表现得尤为直接和频繁。社区智慧治理为回应和掌控风险提供了重要路径。透过风险社会的视角,理性的社区智慧治理应当具备集中统一领导、多元网络协同、满足差异诉求、互联共享资源、建立可控关联五个基本特征,并在信息公开、行政运行、公共服务、社区管理和共享发展等方面做出针对性的努力和靶向式的治理。基于整体主义的发展需要,结合中国社区的实际情况,社区智慧治理模式应当深化集成整合,从指挥、履职、决策、技术、文化五个维度进行综合性改善提升。
China has entered a risk society in the process of modernization, and the society has brought more complexity and uncertainty while accelerating its transformation.It is particularly direct and frequent at the community level.Smart community governance provides an important path to respond to and take control of risk.From the perspective of risk society,rational and smart community governance should have five basic characteristics: centralized and unified leadership, multi-network coordination, meeting differential appeals, interconnecting and sharing resources, and establishing controllable connections.It should make targeted efforts and governance in information disclosure, administrative operation, public services, community management and shared development.Based on the development needs of holism and combined with the actual situation of Chinese communities, the smart community governance model should be further integrated and improved from five dimensions of command, performance, decision-making, technology and culture.
