摘要
社区教育之于社区治理而言,不仅是重要的基础性工程,从发展逻辑上看还具有高度的同构性,二者的有效耦合意义重大。在推进国家治理体系和治理能力现代化的总体战略要求下,沿着"经济—社会—教育"的逻辑分析认为,发展动力同源、价值理念契合、制度变迁同向等方面是社区"教育+治理"的现实逻辑, "共建、共治、共享"的治理理念以及模式—技术—制度创新是社区"教育+治理"的耦合发展机制。遵循上述逻辑,社区"教育+治理"的路径包括:加强政策制度建设,落实集中统一领导, 拓展社区教育功能,促进社会治理对接, 搭建国家资历框架,引领终身职业发展, 强化信息技术应用,建立智慧支撑体系, 优化多元协同合作,创新组织运作模式。
For community governance,community education is not only an important basic project,but also highly isomorphic in terms of development logic.The effective coupling of them has great significance.Under the overall strategic requirement of promoting the modernization of the national governance system and governance capability,along the logic of“economy-society-education”,the realistic logic of“education+governance”in the community is analyzed in terms of the homology of development motive force,the agreement of values and concepts,and the same direction of institutional changes.The coupling development mechanism is constructed and explained from the perspective of“co-construction,co-governance and sharing”governance concept and mode-technologysystem innovation.Then the paper puts forward some corresponding suggestions:to strengthen the construction of policies and institutions,and to implement centralized and unified leadership;to expand the function of community education and promote the docking of social governance;to set up a national qualification framework to lead lifelong career development;to strengthen the application of information technology and establish a smart support system;to optimize multiple cooperation and innovate organizational operation mode.The aim of this paper is to provide theoretical mirror and work guidance for the coordinated development and mode innovation of community governance and community education in China.
