摘要
为研究人类社会面临全球性重大危机的韧性,探索后疫情时代全球风险治理改革方案,本文基于2006一2022年《全球风险报告》,重点对新冠肺炎疫情发生后的全球风险感知情况进行了文本分析。研究发现,诸多领域存在发展和安全双相缠绕的特征,气候异常、网络脆弱性、全球流动受阻及空间竞争日益突出。在此基础上,本文对中国重大风险治理实践和韧性治理经验进行了考察,并提出了统筹发展和安全的方法论和全球重大风险治理的策略建议。
In order to study the resilience of human society facing major global crises and explore reform plans for global risk governance in the post-epidemic era,we conduct an text analysis of global risk perception after the outbreak of COVID-19 based on the Global Risks Reports from 2006 to 2022.We find that development and security are intertwined in many fields.Besides,climate disorder,cyber vulnerability,migration barrier and space competition are increasingly prominent.On this basis,this paper reviews China’s major risk governancepractices and resilient governance experience,and puts forward a methodology for ensuring both development and security,as well as strategic suggestions for global major risk governance.
