摘要
本文论述了科技政策失灵的涵义、产生的原因及表现的形式 ,并针对这种情况提出了建立科技政策失灵的预警机制 ,同时指出在大科学时代 。
The paper discusses what is Science and Technology Policy failure and result performance. Pointed out, we should to build a guard against of mechanism. At present, preventing the policy failure become very important and necessary especially in Biq Science Times.
