摘要
科技进步和经济增长一直是各级政府关注的焦点,围绕这一问题,政策部门制定了大量的政策和法规,在这些政策和法规实施一段时间之后,有必要对其实施效果进行分析和评价,但是国内关于科技政策评估的标准和方法还处于探索阶段。本文对科技政策评估的标准和方法进行了探讨,以期对科技政策制定部门起到一定的指导作用。
Scientific and technological improvement and economic growth is always paid close attention to by the government at different levels. About it many policies,laws and regulations have been made by the government. It is necessary to analyze and enaluate the effects after those have been carried out for some time. It is necessary force to establish the evaluation criteria and methods of science and technology policies. What we discussed in this paper will be helpful to the departments of policy making.
