摘要
通过总结湖北省 1998年长江防洪基本特点 ,分析了湖北长江防洪存在的主要问题和症结 ,一是防洪标准低 ,二是江湖关系恶化 ,三是堤防自身存在薄弱环节 ,四是分蓄洪区运用难。从而有针对性地提出了加高加固堤防、扩大河道行洪能力、建设蓄滞洪区安全设施、主要支流上兴建控制性水库、实施平垸行洪、退田还湖以及提高非工程措施防洪水平等防御特大洪水的综合性对策 。
According to summarization of the basic characteristic of 98's flood control of Yangtze River in Hubei province,its main problems and sticking points are analyzed,first is the lower planning of flood control ,second is the deteriorated relation of rivers and lakes,third is weak segments of dike,forth is the difficulty of the flood diversion area operation.Consequently the author suggests ,such as heightening and strengthening dike,enlarging the flow capacity of channel,building the security establishment in flood retention basin,building controlled reservoir in main branches ect.,and prospects the flood control of Yangtze River after the accomplishment of the Three Gorges Project.
