摘要
本文就高等教育成本补偿政策对社会公平所产生的促进作用进行了系统论述 ,指出实行高等教育个人成本补偿可以促进社会在公共教育资源、收入和非金钱收益分配方面产生结构性公平 。
This paper makes a systematic discussion of the stimu la tive effects of the cost recovery policy for higher education upon social equit y ,and points out that carrying out the cost recovery policy can promote stru ctura l equity in public education resources,and in the distribution of income and non monitary benefits.However,all this depends upon the implementation of sound poli cies.
