摘要
[目的]剖析高等医学院校及其附属医院的科研管理现状,探讨改进高校和附属医院科研管理工作的对策。[方法]通过文献、访谈等方式调研高等医学院校及其附属医院科研管理的现状及存在不足。[结果]概括现行管理模式下存在的问题为"医、教、研"投入不均衡、科研资源分散、科研经费投入与管理制度的不足;提出高校附属医院科研发展应注重适宜政策引导、建设科研团队、搭建交流平台及完善奖励机制。[结论]高校在附属医院科研管理工作中的引导与推动作用是做好科研管理的关键,能获得高校和附属医院科研工作的双赢。
[Objective] To analyze the present scientific research management of medical university and its affiliated hospitals and explore the strategies of scientific research improvement. [Method] Apply methods of literature research and interview to investigate the present scientific research management and its insufficiency. [Result] In summary, the problems existing are unbalance budget of medical care, education and research, decentralized resource al ocation, insufficient budget and inadequate management system. Three strategies were proposed ,including guiding appropriate policy,building scientific research team, constructing exchange platform and improving reward mechanism. [Conclusion] The key which can achieve“win-win”to scientific research management of university is to guide and promote the scientific research management of affiliated hospitals.
