摘要
通过深入剖析南水北调工程变更与索赔典型案例，从地质条件、合同条件等九方面总结了变更与索赔产生的原因，重点从处理程序、处理依据及处理结果等方面探讨了变更与索赔处理过程中存在的问题，分析了在变更与索赔处理过程中可以避免或减少无功投资的主要影响因素，研究了进一步加强变更与索赔管理的主要措施。通过归纳总结，不仅在变更与索赔处理过程中可以避免出现类似问题，而且在将来的投资控制管理中对减少变更与索赔的发生具有重要意义。
There was a large scale and a long cycle and many external influencing factors of the South-to-North Water Diversion Project, which objectively caused the amount of the change and claims. The reasons of the change and claims were more complex, and it was quite difficult to distinguish the responsibility. Through in-depth analysis of the change and claims of typical cases, summed up the reasons for change and claims from nine aspects, such as geological conditions, contract conditions, mainly discussed the existing problems in some way of the processing proce- dure, base and results, analyzed influencing factors avoided or reduced the invest in the process of handling change and claims, studied the main measures to further strengthen the change and claims management. Through the summary, in the process of change and claims processing can not only avoid the similar problems, but also have important significance to reduce the change and claims in the investment control management.
