摘要
在建筑工程中 ,工程变更是不可避免的。导致工程变更发生的原因很多 ,工程变更是在合同实施的过程中由于合同状态的改变而引起的对合同文件的修改与补充 ,同时对合同的价格和工期进行相应调整的一种措施。明确工程变更的基本概念 ,有利于项目控制者界定属于变更的活动 ,按照变更控制程序来处理变更 ,从而减小变更对项目目标的影响和避免变更演变为索赔。工程变更是导致项目投资失控和工期延误的原因之一 ,许多工程项目未能实现目标 ,主要是由于业主在项目实施过程中不断提出变更所致。为了克服变更对目标的影响 ,国外对工程变更控制进行了深入地研究 ,提出了一些控制措施 ,值得国内同行借鉴。
Project changes are inevitable for construction project,and its causes are various. Project changes are amendment and supplement of the contracts due to changes of contract condition during its implementation,and corresponding adjusting measures to contract prices and the schedule.The clear understanding of the concept of project changes helps project controllers to difine project change activities and handles them according to controll procedures of project changes,thus reducing its impact on project objectives and avoiding the evolving of project changes into claims.Project changing is one of the causes resulting in project inverstment overrun and schedule delay.The reason that many projects can't realize their objectives is that the owner constantly raises changes during construction.In order to reduce the impace on project objectives due to changes,our counterparts abroad have been made in-depth research on control over project changes and have presented some faviorable control measurements.
