摘要
南水北调中线工程具有点多、线长、建设时间跨度大的特点，不仅涉及直管、委托及代建三种管理模式，而且涉及不同投资主体、不同设计单位以及面对不同地方群体等多种利益关系。因此，南水北调中线工程建设管理复杂，投资控制压力极大。本文对南水北调中线工程建设实践中存在的投资控制风险进行系统的梳理分析，并针对性地提出应对策略及措施，其中的管理经验、建议及措施，对同类大型水利水电工程投资控制管理具有较好的指导性和可借鉴性。
The Middle Route of the South-to-North Water Diversion Project has the characteristics ot too many points , long line and the big construction time span. Not only involves three kinds of management mode about direct management, entrusted management and agent management, And involves different investment main body, design units and facing the local groups such as a variety of interests. Therefore, the Middle Route of the South-to-North Water Diversion Project construction management difficult, investment control pressure is great. The paper analyses systematically about investment control risk in the practice of the Middle Route of the South-to-North Water Diversion Project engineering con- struction, and puts forward the strategies and measures. Its management experience, Suggestions and measures, has good guidance and helps for the similar large water resources and hydropower engineering investment control management.
