摘要
当前,产业转移已成为我国工业产业结构调整与升级的必然选择。在已有研究基础上,结合高技术产业内在特征,阐述了中西部地区承接东部地区高技术产业转移的机理与要素,构建了包括产业承接载体、承接科技、承接成本和承接环境在内的高技术产业承接能力评价指标体系,对中西部18个省(市区)承接高技术产业转移的整体能力进行了定量研究和评价。最后,依据评价结果提出针对性建议:加大研发资金和研发人才投入,优化产业承接科技环境;扩大地区开放水平,增强政府产业政策支持力度;降低地区"短板"影响,提高产业承接整体能力。
Nowadays, industry transfer has become the inevitable choice for industrial structure adjustment and industrial upgrading in China. Based on the current research, combining with the intrinsic characteristics of high - tech industry, the paper discusses the mechanism and elements that central and western regions undertake the high - tech industry transfer from eastern region, and moreover, the evaluation index system of undertaking capacity of high - tech industry is established by applying CPM in central and western areas, including industrial undertaking carrier, industrial undertaking technology, industrial undertaking cost and industrial undertaking environment. Then, the paper carries out a quantitative study with evaluation on the overall capacity of high - tech industry transfer and acceptance in the 18 provinces in central and western areas. At last, it puts forwards some suggestions of increasing the input in research grants and intellectual investment and optimizing technological environment of industrial undertaking, deepening regional opening- up and enhancing the governmental supports, and re- ducing the weakest link effect and improving the overall capacity of industrial undertaking.
