摘要
目的:为合理引导产业转移与土地集约利用向更高层次的协调发展提供指导依据。方法:增长极理论分析两者相互影响的机理;以珠三角9个城市为例,运用协调发展模型开展评价。结果:理论上,产业转移能显著地影响转出区土地集约利用的水平;时间上,18年内,产业转移的综合效应与土地集约利用度持续提升,验证了两者正相关;协调度与协调发展度整体上呈逐年提高的趋势,但协调状态还有待于进一步改善。空间上,珠三角9个城市的产业转移与土地集约利用指数反映出广州与深圳发挥了极核作用;协调度、协调发展类型及组合地域差异显著。结论:转出低端制造业,重构土地利用结构;承接高端制造业转入,提升土地开发强度;强化产业错位发展,差别化土地管控;建立产业用地绩效评价制度,提高协调发展度。
[purpose]Reasonably guide industrial transfer and land intensive use to provide guidance for a higher level of coordinated development.[methods]Growth pole theory analyzes the mechanism of their interaction,taking 16 cities in the Pearl River Delta as an example,the coordinated development model was used for evaluation.[results]In theory,industrial transfer can significantly affect the level of land intensive use in the transfer area .In terms of time:within 18 years,the comprehensive effect of industrial transfer and the intensive use of land continued to increase,which verified the interaction between the two. On the whole,the degree of coordination and the degree of coordinated development are increasing year by year,but the state of coordination needs to be further improved. Spatially,the comprehensive effect index of industrial transfer in 16 cities in the Pearl River Delta reflects that Guangzhou and Shenzhen plays a very important role. Land intensive use index verifies that industrial transfer effectively promotes land intensive use. The degree of coordination,the type of coordinated development and the subtypes of regional differences are significant;The combination of degree of coordination and degree of coordinated development indicates that the degree of coordinated development is within a certain moderate range.[conclusion]Shift out of low-end manufacturing industry and reconstruct land use structure;To undertake the transfer of high-end manufacturing and enhance the intensity of land development;Strengthen the dislocation of industrial development,differentiated land management and control;Establish the industrial land performance evaluation system to improve the degree of coordinated development.
