首先建立公共科技平台收益分配模型，然后以湖南省公共科技平台为例进行实证研究。研究结果表明，在市场机制一定的条件下，公共科技平台组织公平度的大小取决于公共产品属性、平台服务水平和政府投资贡献车等政策因素的作用，同时，不同类型的公共科技平台各类政策的效果也不同，
