摘要
从探讨资源的双重价值属性及其矛盾的解决出发,提出科技条件平台共享机制是基于一定流程,以权利配置为核心,遵循利益平衡的治理理念,通过制度体系作用,达到资源所有者、使用者、管理者有效协同运作的机理和方式。由资源整合机制、利益激励机制、协调管理机制、技术支撑机制等四大内容构成,以法律法规、政策、管理办法等三个不同层次的制度形式,共同造就平台的整体功能和秩序。
Based on the study on the double properties of value of resource and the solution to their contradiction, the sharing based on the flowing mechanism of S＆T process, takes the interests equilibrium, brings the syste the manager operate efficiently. The condition platform is thought as such principle and mode that are allocation of right as the core, adheres to the management idea of m into play and ultimately makes the mechanism includes four parts, which resource proprietor, the user and are mechanism of resource integration, mechanism of interests stimulation, mechanism of coordinative management and mechanism of technological support, and builds the entirety function and order by three different forms of system, which are law and regulation, Dolicy and management rule.
