摘要
１８６２年，美国颁布《莫里尔法案》，创办了赠地学院，为其高等教育的发展做出了伟大的贡献。它促进了美国高等教育的民主化和大众化，使高等教育的目标、内容和方法发生了变革，强化了高等教育的社会服务职能，形成了教学、科研、推广三结合的高等教育新体制。我国应借鉴赠地学院的发展经验，大力发展高 等教育。
Morrill Act was issued in 1826 in the U. S., and consequently the Land-grant colleges were established,which made great contribution to the development of higher education. Since then the American higher education has been made more popular and demoncratic. The purpose, content,and method of higher education have been changed. The function of social service of the institutions of higher learning has been greatly enlarged; scientific research and application of new a chlevements have been combined into one. We could use this experience for reference so as to develop higher education in China.
