摘要
美日是世界上最早进入高等教育大众化的国家,虽然两国依据各自的传统和国情选择了国有化和私有化两种不同的高等教育大众化道路,但它们皆把高等教育大众化的重心放在新型的短期高等教育机构的扩充上,并以完备的高等教育立法和正确的政策导向保障了高等教育大众化的实现。
America and Japan are the first two countries that have entered higher education＇s massification. Though the two countries have chosen nationalization and privatization mode according to their own national conditions, they put the core of higher education＇ s massification on the enlargement of the new short-term higher education institution and make complete higher education legislation and correct policy ensure the realization of higher education＇s massification.
