摘要
当前城乡之间存在排斥性制度的供给理念以及在这一理念下的一系列排斥性制度,而中国共产党第十八次全国代表大会明确提出要推进城乡发展一体化战略,自此之后,从中央到地方都推出了相应的政策措施,形成了城乡之间制度供给理念变迁的动力机制。在探寻城乡发展一体化制度供给理念时,城乡发展一体化与包容性发展之间在价值、理论以及实践上都存在契合,用包容性制度供给理念取代排斥性制度供给理念成为推进城乡发展一体化的必然路径和最终落脚点。
Currently there exists between the urban and rural areas the supply system exclusive concepts and series of exclusive systems under this concept.The 18th Chinese Communist Party National Congress clearly proposed to promote the integration of urban and rural development strategy,and since then,from the central government to the local governments,the corresponding policies and measures have been introduced,forming the dynamic mechanism in the change of system supply concept between the urban and rural areas.In the exploration of system supply concept of the integration of urban and rural development,it is found that there is a fit between integration of urban and rural development and inclusive development in terms of value,theory and practice.It has become an inevitable path to replace the exclusionary concept with an inclusive system supply concept during the process of promoting the integration of urban and rural development.
