摘要
本文提出的绩效管理中引入同步达效的思想和方法,是针对实施大型专项行政项目建设或完成某项使命时,公共服务绩效对经济社会发展、公众需求满足程度的同步性问题,各部门、各子项目之间绩效的同步性问题,同一任务在其实施的各阶段衔接的问题等,旨在提高绩效管理中的协同性,解决组织绩效的全面性、整体性和可持续性问题。本文分析了"同步达效"的概念和理论框架,对"同步达效"的特征和实现条件进行了探讨,并通过运用WSR系统方法论,对大型工程的施工建设中系统各要素、子系统间的协同,各部门互动合作,子工程之间进度平衡等问题进行了分析,展示了大型项目绩效管理中引入"同步达效"的方法,以及对于最终实现整体绩效最大化的意义和作用。
Sometimes,in the constuction work of large engineering projects , the progress of the projects will lose their balance because of the lack of effective interaction and cooperation among different departments which will affect the fulfill- ment of the overall performance of the engineering projects . The Group Synchronous effect are required in dealing with synchronicity issues, such as the synchronicity of development of economic growth and the satisfaction degree of public demand coming from government administrative management and public services, synchronicity of each depart- ment and subsidiary programs progress while working on the same project in the organization, the combination of each phase on the same task. By combining synergy theory , management theory , performance management theory and taking organization system as the object of study , this paper came up with the Group Synchronous effect conception in performance management which means to maximize the overall perfomance through and cooperation among all factors and sub--systems of the organization system. Meanwhile , this paper discussed the characteristics and the fulfillment conditions of the Group Synchronous effect and analysed the example projects of the southern Middle Route Scheme of South--North Water Diversion with the Group Synchronous effect theory which enriched the reseach of performance management.
